Mutual Aid SystemTask Force (MASTF)Unit VIII analyzes and bridges nearly all lessons learned to this point andculminates in the exploration of EMS special operations teams and interagencyrelations and operations, which are two very interconnected considerations foremergency medical services organizations.Chapter 15 starts off the unit with a look at the manner by which agenciesinteract; the importance of all-hazards planning at federal, state, tribal, and locallevels; mutual aid agreements; the National Response Framework (NRF); theNational Response Plan (NRP); and emergency support functions (ESFs).Building on the lessons learned in Unit V, and in particular Chapter 14, Chapter15 takes a more in-depth look at the National Response Plan (NRP) and multipleagency interactions during complex, unified, and area command operationsrequiring multi-agency, multi-jurisdictional mutual aid support. While there is significant overlap between thetwo chapters in terms of the integration of state and federal resources availableduring a disaster or other significant event, Chapter 19 provides additionalinsight into the formation of organization and community level special operationsteams, as well as the minimum requirements necessary to provide personnelneeded to organize federal level resources such as Urban Search and Rescue(USAR) teams.EMS 3301, Emergency Medical Services Management110.
